Well.. not owl and pheasant for sure, but i can’t tell what species it’s from because you didn’t specify where it was found. (Definitely looks falcon-ish) If you say the country or at least continent then maybe this could be figured out more easily

location is germany, lower saxony near north of bremen, peregrine sometimes sighted

Hmm, then the lanner falcon is also possible. Or maybe even the hobby. Kinda hard to tell for sure because of their diversity in colors and patterns. Gonna lean towards the peregrine or the lanner.

This is in no way from a short-eared owl...! Don’t judge feathers only by their color, as it can be misleading. This isn’t an owl feather for sure, just pay attention to the shape, the size and the structure of the barbs (not even the pattern resembles short-eared owl feathers, no idea what led you to that conclusion). I can’t explain much because my id is mostly based on experience, but i can at least guarantee to you thay this is not from an owl.

I agree with you, that wasn't my opinion this could be an owl feather. I know the difference to owl Feathers. In fact there are no 'teethings'. And this kind is short and strong. Peregrine is more likely to me. Thank you so far
